The center was established concurrently with the founding of the University of Sabratha in 2016. It was launched based on the vision and mission of the Center for Scientific Research, Consultation, and Training at the time of its inception. The center is dedicated to promoting scientific and research culture, providing consultations, training, and working on developing these foundations to contribute to solving societal problems by proposing suitable solutions through scientific methods characterized by professionalism and accuracy that keep pace with developments in all aspects of life. 

The experts relied upon by the center in various specializations are among the elite consultants, not only at the level of the University of Sabratha but also recognized as consultants in their fields locally, regionally, and internationally. Among them are certified trainers, members of editorial boards of several local and international journals, and researchers with internationally published work in prestigious global journals. Additionally, most of them are ranked among the top ten scientists at the university.
